Returns all job summary beans that fit the criteria, or a raeson why the method could not complete..
Success Mode
The field JobSummaries contains zero or more JobSummaryBean objects for each job that fits the criteria.
Failure Modes
One or more failure fields will be populated with a failure object (will contain a non-null reference) indicating the nature of the failure, with relevant information.
